The Food and Drug Administration, as part of its mission to protect American consumers from unsafe or ineffective drugs and medical devices, subjects domestic manufacturers, importers and foreign manufacturers of drugs and medical devices to significant regulatory control.  The mere fact that a drug or device is approved and may legally be used outside of the United States does not mean that it may be imported into the United States.  Prospective importers of these products should always exercise caution and otherwise preplan such importations to avoid problems.
